A liquor license lead is a business that just filed for a license at a state or local alcohol agency. The filing is public, and it names the business and the address, often before the sign goes up.
Who uses them
Anyone who sells to bars and restaurants and wants to arrive before the choices are made: beer, wine and spirits reps, POS and payments sellers, liquor liability agents, and suppliers of ice machines, draft lines, linens, glassware, grease and hood cleaning.
Where they come from
Each state runs its own record, and many leave the decision to cities and counties. Some publish pending applications. Others show a license only once it's issued, and a few publish notices in a local board's agenda. So a filing means something different from one state to the next.

Reading them yourself
One county in one state is a fair job for a person: open the state's search or report on a set day each week, and compare it with last week's. It costs nothing but the hour. It gets harder with a few states, since each has its own format, its own license codes and its own way of showing a renewal.
What to check before you buy a list
Are renewals counted as new? Open bars renew every year or two, and a list that doesn't remove them will send you to bars that have been open for years.
Can you check a row? A good feed tells you which public record each filing came from.
How fresh is it? A list from a yearly data vendor is a directory. A filing is useful for days or weeks.
Is a phone number included? Most states don't print one, so any phone was looked up elsewhere. Ask where.
Are the one-day permits gone? Festival and charity permits fill a raw list and nobody can sell to them.
